    Go into the chief's house, and the portal will be on the bottom level all the way to the right. IT's the door. Just press up.

    I don't think there is on the EU server, i can't get into this hidden place in Chief's residence, so my Evan questline is screwed.

    Yes you can, at the chiefs house there are little doors at the bottom right corner on the rightmost door press up and you will be there with killable zombies for the quest.
